The images provided illustrate the degree to which an American urban area developed over a sixty-year period.
At the beginning of the period, in 1954, the town under discussion was relatively small. There were quite a few houses and some important local amenities such as a petrol station, a church and a park. The town contained a relatively large factory.
By 2014 some significant changes had taken place. The quantity of residential accommodation had slightly diminished, the church had disappeared and the supermarket had been re-located. The factory had been knocked down. Some new facilities such as an airport and a sports stadium had been constructed. Perhaps the most noteworthy change was that a large quantity of commercial buildings (possibly shops and office spaces) had been put up.
However, some things had not changed much. A number of houses had not been moved and the petrol station remained in the same place. No new roads had been constructed and no changes had been made to the canal. Overall, by 2014 the town had been enlarged and modernised but it had not changed beyond recognition.

Note how the past perfect has been used frequently in this answer. This is a good way to impress the IELTS examiner and increase your grammatical range. We use the past perfect when something happened before something else or before a particular time in the past e.g. By 2014 some significant changes had taken place.
